Took a quick look at it and here's my very layman's understanding of the whole thing in a nutshell. It feels like it's trying to fix the immediate surface issues without focusing on anything big or new.
Sure, they're cutting a little bit of the income tax rates, reducing loan fees for students, increasing the number of affordable housing and all that other jazz and there's a few more plans to improve healthcare tourism and the agricultural sector but it just feels...eh.
Like you know, they're just offering a patch up job in order to look good for the 2018 election. Bribery in the form of incentives and tax cuts without giving a big plan for the future.
