Just what does national defense mean? Does it mean arming yourself to the teeth and baring your fangs at anyone who comes your way? "Rawr!" you shout, intimidating people into backing away from your cave.
Could it also mean making yourself indispensable to others in an economic and diplomatic stage? Creating multiple alliances with other countries, improving your economy and technology to make yourself worthy of being by others?
Maybe it's a combination of both? Have enough protection to scare off backstabbers while also maintaining a healthy relationship with other countries? Why am I talking about a video game plot here? Or is this somehow relevant to what Trump said about NATO countries needing to pay their fair share?
