No. Just fucking no. Sexual assault has nothing to do with lighting conditions. There are plenty of cases where sexual assault happens in broad daylight and sunlight trumps (hehe) electrical lights anytime of the day (double hehe). Shine a light all you want, it doesn't make a difference on sexual assaults.
