Fuck if I know. Even if he does everything in his power to push people towards working in coal mines, it's not going to do much. The current trends is that people are moving away from coal more and more, given that people are more concerned about environmental issues.
Maybe he's being patriotic. Coal pushed America to her current state and he wants to make coal miners feel welcome. At this point, I start laughing at the idea of Trump helping people because since when does he help people?
So why bring back coal mining even though projections estimates that he will only create 70 new jobs? Fuck it. I don't know. Trump is weird and does not think of the future, that's all I can think of right now.
